NKUSI Issa Karera is a seasoned technology leader with over 15 years of experience in the Telecom and ICT sectors. As the Acting Chief Technology Officer at MTN Rwanda, he has led key innovations, including the launch of Rwanda’s first commercial 5G network and strategic cost optimization initiatives that enhanced efficiency and delivered significant OPEX savings.

Previously, Issa headed Network Operations and Maintenance, where he established MTN Rwanda’s first Unified Operations Centre, improving system availability and customer experience. He has also contributed to MTN Group Technology in refining network operations frameworks. Holding an MBA in Project Management, Issa is passionate about innovation, people development, and leveraging technology—particularly AI—to drive Rwanda’s digital and economic transformation.
