MTN Rwanda and RwandaOnline Partner to Provide Online Payment Solutions for Government Services

MTN Rwanda and RwandaOnline Platform Limited (ROPL) have partnered to make payment for government services easy through the Irembo e-Government platform -- a single “one-stop-shop” for government service applications and payment.

MTN customers can use their MTN Mobile Money accounts to make payments for government services that are currently available on the Irembo platform ( or via USSD at *909#. 

Speaking at the launch of this service at MTN Headquarters in Nyarutarama, MTN Business General Manager Norman Munyampundu noted, “Every day Rwandan citizens and businesses want to connect to government for matters large and small. Technological innovation is vital to MTN’s existence and with the dramatic growth of MTN Mobile Money solutions, we are glad to continuously provide convenient, easy and secure payment processes that harness the latest in mobile technology.”

MTN Mobile Money subscribers will be able to pay for the following services, offered on Irembo using their MTN Mobile Money Accounts:

  1. Birth Certificate (Attestation de Naissance)
  2. Birth Record Certificate (Acte de Naissance)
  3. Registration for Driving Test (Provisional)
  4. Registration for Driving Test (Definitive)
  5. Registration for Driving Test (Supplementary)
  6. Criminal Record Certificates
  7. Marriage certificate (Attestation de Marriage)
  8. Marriage record certificate
  9. Transit visa
  1. Transfer of Land Title (Voluntary Sale)
  2. Certificate of being single (Attestation de Célibat)
  3. Single entry visa
  4. East Africa tourist visa
  5. Conference visa-Single entry
  6. Death certificate
  7. Death record certificate
  8. Land sub-division

Once the citizen successfully applies for an e-Government service on Irembo, they will receive a transaction code to be used on their mobile phones for payment via Mobile Money.

How does it work?
To enter the Bill ID/ Reference code, MTN Mobile Money customers simply dial *182#

  1. * 1 for English or 2 for Kinyarwanda
  2. * 3 - Pay Bill
  3. * 7 – Irembo Services
  4. Enter the Bill ID (Reference code)
  5. Enter MTN Mobile Money PIN to complete
